Under extreme conditions yes. I have done the block test in school 2 times. The second was to back up the first's results. We got 30 degrees both times at 10 degree temps for 24 hours.

Your drill probably caused friction and warmed the Ice to it's melting point, 32 degrees.
I have slept in Igloos in -20 degree weather and can confirm snow/ice is an excelent insulator.

Temp was taken over several hours time if I remember right. So I don't think friction had anything to do with it.
