I too had the touch screen problem; everything 'worked' just no touch response. So I feared I would have to send the phone in without copying over my contacts and (more importantly) pictures. To add to the problem, with the touch working there is no way to erase all my user information. So I thought. I decided to google around to see how difficult it might be to open the phone up and basically swap the guts out into my replacement phone, thereby allowing me to save all my info and reset/clear the phone before it gets sent back to verizon.
YES, it is possible to basically use the screen of the new 'replacement' phone to do what you need.
First, follow the guide (located here
http://www.samsung-rogue.com/general-samsung-rogue-discussions/has-anyone-took-apart-their-rogue-apart-yet/) that takes you through the process of opening up your phone. Obviously you don't need access to your keyboard...
First is a picture with notes on how to avoid breaking the small panel that goes around the camera/speaker area.
The second picture shows (bad flash, but I cant take credit for any of the pics) where the small screen connector is.
After that is off, with the phone still laying battery side up, simply lift up on the 'board' that you popped the connector off of, and it will separate from the entire phone shell. You should have in your hand the main board of the phone.
Now just do the same to the replacement phone, transfer all your stuff to your microSD card, reset/erase the old phone and then put it all back together.
When you are ready to pop the screen connector back on, make sure that all the screw holes are lined up properly, the keyboard is closed and gently press it back on. (you will feel/hear it click on).
I really hope this helps someone who is stuck with a touch screen that stopped working or responding.
