Verizon charges a monthly subscription fee for their games.  Is this to cover the data access, and therefore is not charged if you have a data plan, or is this just a charge to use the game?

No, you still pay for the games you download.. your just not charged for the megabyte's used to download them...  Some of the Games, Subscription based only, but most of the games have an option for a ONE time FEE for unlimited usage.....
