How do i activate the flash because when I set it as flash on or automatic it works on random occasions and doesn't always work

When you are in camera mode, touch the lightning bolt, choose on, off, auto, it will remember your setting, so don't forget later that you turned it to on.

I have my camera set as "Flash on" but it doesn't flash.  How do you fix this?

I know you can especially tell in movie mode because the flash would stay on, and I sometimes use that as a light.
