Samsung rogue issues that i dont know much of

Hey everyone. I am planning on buying a used samsung rogue from my brother that he doesnt use anymore but there are a few problems with it. First of all the screen is cracked and doesnt respond when i touch it, and secondly the phone has been jailbroken and the internet on the phone doesnt work. Is it possible to fix the touch screen and the internet on this phone?
