Creating playlists on the PC

I have several thousand songs on 16 gB mini SD card, but I don't see an easy way to build playlists easily on the phone or how to transfer playlists to the phone.  I thought about creating a playlist of All the songs which I could then transfer to my PC and use as a template to build multiple playlists, but I don't see a way to transfer the playlists itself let alone a way to edit it and/or create more on the PC. 

Any ideas on how to generate several playlists easily?  Scrolling through thousands of songs and checking them individually is more trouble than its worth.
